The Cabinet of Ministers of Ukraine has approved amendments to the Licensing Conditions for conducting business activities in medical practice, introduced by Resolution No. 148 dated 5 February 2026. The amendments introduce a mechanism for submitting documents electronically through the electronic cabinet of a licence applicant/licensee.The Resolution also expressly provides that it enters into force two months after its publication,but not earlier than the date of entry into force of the Procedure for Maintaining the Licensing Register, which is to be approved by the Ministry of Health of Ukraine.
What Will Change in Practice
Resolution No. 148 amends the Licensing Conditions and effectively lays the groundwork for a transition to digital interaction with the licensing authority in the field of medical practice. In particular, the Licensing Conditions will include a definition of the electronic cabinet of a licence applicant/licensee as a component of the Licensing Register intended for the generation, processing and storage of relevant information.
Through the electronic cabinet, it will be possible, among other things, to:
- submit an application for obtaining a licence in electronic form;
- submit certain applications/documents provided for by the Licensing Conditions in the prescribed forms;
- notify the licensing authority of changes to the data contained in licensing documents;
- interact with the licensing authority in digital format.
At the same time, it is important that the Resolution preserves alternative submission channels, namely personal submission or submission by post with an inventory of enclosures. Therefore, the transition to an electronic format does not mean abandoning other methods of interaction.
In parallel with these changes, on 11 February 2026, Law No. 4690-IX entered into force. This Law added a statutory definition of “business activity in medical practice”to Article 3 of the Fundamentals of Ukrainian Healthcare Legislation. Under the Law, this is an activity in the field of healthcare that:
- is subject to licensing;
- is carried out by healthcare institutions and individual entrepreneurs;
- is performed for the purpose of providing medical/rehabilitation care or services and medical care.
